Operating a food business without FSSAI registration is illegal. This guide covers who needs it, the types of licenses, documents required, and the step-by-step process.
The Food Safety and Standards Authority of India (FSSAI) is the apex body governing food safety in India. Any person or entity involved in the manufacture, processing, storage, distribution, or sale of food products must obtain FSSAI registration or license.
All food business operators (FBOs) — from small home-based businesses to large manufacturers — need FSSAI compliance. The type of license depends on your annual turnover and scale of operations.
• Basic Registration: Annual turnover up to ₹12 lakhs • State License: Turnover between ₹12 lakhs and ₹20 crores • Central License: Turnover above ₹20 crores or businesses operating in multiple states
• Photo ID and address proof of the proprietor/partners/directors • Proof of business address • List of food products to be manufactured/sold • Food safety management plan • NOC from municipality/panchayat (for manufacturing units)
Applications are submitted through the FoSCoS portal. After submission, the licensing authority may conduct an inspection of your premises before granting the license.
FSSAI licenses are valid for 1–5 years (you choose at the time of application). Renewal must be done before expiry to avoid penalties.
Operating without FSSAI registration can result in fines up to ₹5 lakhs and imprisonment up to 6 months. It is not worth the risk.
If you are also selling food products online or through distributors, you may need a Trade License from your local municipal authority in addition to FSSAI.
