What is a Trade License?

A Trade License (also called a Municipal License or Shop License in some states) is a certificate issued by the local municipal authority (Municipal Corporation, Panchayat, or Town Council) that grants permission to carry on a specific trade or business at a particular location. It is NOT a registration of your business entity — it is permission to operate from a specific address.

Who Needs a Trade License?

Trade License vs Shop & Establishment License

These are two different documents. The Shop & Establishment License is issued under the state's Shops and Establishments Act and governs working conditions, working hours, and employee rights. The Trade License is issued by the municipal authority for the right to conduct trade at a specific location. Most businesses need both.

The Application Process

Applications are submitted to the local municipal authority. The process varies by city and state. In major cities like Mumbai, Delhi, and Bangalore, applications can be submitted online. The authority may conduct a physical inspection before granting the license.

Renewal Requirements

Trade Licenses are typically valid for one financial year (April to March) and must be renewed annually. Late renewal attracts penalties. Some municipalities now offer multi-year licenses.

Penalties for Non-Compliance

Operating without a valid Trade License can result in fines ranging from ₹5,000 to ₹1 lakh depending on the municipality, and in extreme cases, the business premises can be sealed.

If you are starting a new business, you will also need GST Registration if your turnover exceeds the threshold, and possibly FSSAI Registration if you are in the food business.
